Fix error with offline plugin submission that occurred when certain other plugins were installed.
Fix eror when deleting an unsaved state that occurred when a workflow backup with that unsaved state was loaded.
Minor UI fixes and adjustments.

Improve bulk deletion of multiple templates (such as HTML templates). System templates will be reset, user templates deleted.
Templates that are system templates and cannot be deleted are now display with a gear icon, similarly as they were displayed in version 7.
When a form record gets deleted because the form was submitted via a button with the button action submit no save, the created protocol now reflects this fact better.
